Strategy 5 Consulting LLC
Jennifer Warner is a real estate economist and economic development professional with over a decade of experience bridging real estate markets, public policy, and urban planning. At Strategy 5, she performs economic, market, and financial feasibility analysis, and provides real estate advisory services. Her work supports the firm’s holistic approach to applied urban economics, and her commitment to achieving tangible results for clients is central to her role.
As Economist and Director of Economic Development at Florida Realtors, Ms. Warner conducts applied analysis on real estate trends, demographics, taxation, employment, zoning, and land use. She translates complex data into actionable insights through publications including over 30 Florida Realtors News articles and a biannual Economics Newsletter for statewide conferences, informing residential, commercial, and mixed-use development decisions. She also authors and teaches continuing education courses on market statistics, zoning, and development regulation, and created the widely used SunStats Resource Guide for Florida practitioners.
Previously, as Economic Development Manager for the City of Los Altos, California, Ms. Warner led high-profile initiatives including a 14,000-square-foot downtown pop-up park, retail viability and zoning analyses, parking modernization, city branding, and coordination with elected officials, business owners, and regional organizations. She began her career advising public- and private-sector clients on market feasibility, redevelopment, and investment strategy across residential, office, retail, and mixed-use projects.
Ms. Warner holds a Master of Arts in Urban Planning and Environmental Policy from Tufts University and a Bachelor of Science in Environmental Science and Policy from the University of South Florida and has completed multiple professional certifications through the International Economic Development Council. Based in Florida but having lived in New England and California for over a decade, Ms. Warner understands the complexities that face mature and growing economies alike.
Outside of her professional work, she coordinates care communities for foster and adoptive families and pursues personal projects like sourdough baking and sewing—interests that mirror her patient, iterative, and detail-oriented approach to problem-solving.
